  This can be done in the second mission after fighting Baka. You will need to fight through enemies to escape the church and the area. The game will introduce you to molotovs and one of the enemies outside of the church will have molotovs to throw at you. Be sure to shoot him as he begins his throw, timing it right will cause him to set himself on fire. Now restart the checkpoint, or allow yourself to die and rinse and repeat 10 times.

  You can get this during the sign of the times dlc the enemies will constatly do this all throughout the missions

  - You should stay near to the left column as WerferAkrobat7 mentoined (big thx). Just make sure the column is on the left of your screen when aiming, that's all. Much bigger chance to throwing molotovs.
  - Throwing mostly from the right side, above the car's hood.
  - They doing the same movements every time.
  - Do not use High Auto Aim. Use Low or Off.
  - You can use Load Checkpoint from the pause menu, suicide not needed.
  
  In this way I got 10 kills in 15 mins.

  Great advice about sticking to the left and reloading checkpoint.
  
  Depending on enemy position, I sometimes got 3 in one run but mostly 1-2 if you go immediately left and angle yourself so you can still shoot from the small gap.

  Hey, guys and gals.
  
  Just a note on this one. If you happen to miss the awesome grind spot in the above solutions, as I did, you can unlock this across multiple playthroughs. I just started my second run and unlocked it after shooting one Molotov guy. I was a little relieved. 😊

  During enemy battles, listen out for them to say "throw a Molotov" and other similar dialog. You should see an enemy about to throw a Molotov and in this moment shoot (preferably with a pistol) them in the body to make them stumble. They will drop the Molotov and in many cases they should die from it. Just make sure not to shoot too much.
  
  Another tip is to spare an enemy or two and stay in cover. Wait and sometimes they will throw a Molotov. The enemy needs to be within a reasonable distance from you to throw a Molotov. I find the enemies without hats are most likely to throw Molotovs.

  It should also be mentioned that this achievement is cumulative across playthroughs. I popped it late in my second playthrough and I didn't get more than a half-dozen of those kills in either playthrough so it must be cumulative.
