  This is done in the second mission of the fifth war story, "Young Men's Work". This was recorded on easy difficulty; however, difficulty does not affect the achievement / trophy. Simply follow the guide to find the three officers and be sure to kill them with melee attacks. Do not worry about being spotted or alerting the enemies.

  This achievement won't unlock for me no matter what i do? I have retried it almost 10 times now.... anybody?

  Having the same issue. I’ve replayed this mission 3 times. Only doing knife melee kills on all 3 officers. No achievement. Wonder if latest patch broke it?

  This unlocked just fine for me today. I alerted the guards on the 1st and 3rd locations and still no issues.

  A note for this solution you can get all 3 codex entries and this achievement in the same mission, all you have to do is kill one officer with a tank, I found it easiest in the ruins, DO NOT pick up his satchel and leave the base, go to the next officer and kill him with a bolt action rifle, I picked one up at the tent in the weapons depot, again DO NOT pick up his satchel, move onto the 3rd officer and this time kill him with a melee, now you should have all 3 codex entries you can proceed to pick up the satchel and dispatch the message via carrier pigeon, now return to the other 2 bases and kill the 2 remaining officers, which will have respawned, with melee kills and send the messages, the achievement unlocks on the 3rd kill I was killed before I sent the final message but already earned the achievement.

  May has been patched, didn't work for me this evening :/
  
  Satchels still remaining on the floor, only few ennemys respawned but not the officers :/

  Didn’t work for me either. Satchels remained on the ground and the officers did not respawn.
