This achievement is story-related and cannot be missed.
Again very early in the stroy you will come to a cut-scene in which the Joker introduces his henchman to you. This fight serves as a quasi tutorial to the evading system of the game by tapping
to jump over an enemy.
The fight itself is pretty simple. You can just use the evading strategy, followed by a 3-punch combo, followed by tapping
again.
Or you can use your batarang to blind him. He will then charge for you. Evade that charge and again punch him until he gets his consciousness back.
