This achievement is story-related and cannot be missed.
At some point in the story you'll have to fight against Mr. Freeze in a boss fight. This fight is pretty easy and funny, especially if you are playing on normal. The hitch in this fight is that you can use every attack only once. Luckily there are enough attacks (12 to be exact) that you can use to take him out.
