  You will unlock this achievement for starting the side-quest Shot in the Dark. To do so wait for the call that someone needs your help. It usually happens very early in the game. For me it happened right after I encountered Joker for the first time. The location of this person is on top of the a toy factory slightly south of the police departement.

  The related side mission that you start for this is actually called Fragile Alliance and you get there by investigating a distress flare at the toy factory. A Shot in the Dark (and the person asking for help) are part of a different side mission unrelated to this achievement.

  Didn't unlock for me. Seems this game is extremely buggy when it comes to achievements, with a lot more that people have trouble with.
  Edit: Unlocked when playing NG+, didn't need to play on a new save slot
