This is a College of Winterhold, Main Quest.

Ask Mirabelle about her staff (she may be found wandering the Hall of the Elements, in the exterior courtyard within the the College, or occasionally sitting in the Hall of Countenance or Hall of Attainment).

Head to Mzulft (Dwemer Ruins, South-East of Windhelm). Enter the 1st interior door and loot a dying Imperial named Gavros Plinius: a Research Log and a Key to open the 2nd door.

You'll eventually head through a natural cavern, back into Mzulft Dwemer Ruins. Keep heading NORTH and EAST. Going through the final golden doors leads into the Mzulft Boilery:

Fight through Falmer, chaurus and Dwemer automatons... Keep heading NORTH and EAST until you head into another natural cavern. Keep heading NORTH until you exit the cavern back into the Boilery.

There is another Falmer patrolling the area. Ahead is a master-locked room with a skeleton and a chest visible through the barred opening. Next to the chest is a Mzulft Room Key. Beside the skeleton is the Alteration skillbook: The Lunar Lorkhan.

The path turns WEST, then NORTH. In the last main room, head NORTH and on the WEST WALL will be a corridor heading to Mzulft Aedrome:

Head EAST up a ramp. This room is the central of three giant chambers. There will be a level-dependent boss (Dwarven Centurion Master, or Falmer Shadowmaster, or Falmer Gloomlurker, or Falmer Warmonger). KILL THE BOSS AND GET THE FOCUSING CRYSTAL.

From here head EAST, until you fight another level-dependent boss (Dwarven centurion, or Falmer Gloomlurker). There is a chest containing valuable loot and the Mzulft Observatory Key, which is necessary to open the doors to the West.

Now head WEST! Use the Mzulft Observatory Key. There is another door that requires a Key you don't have! But NPC Paratus Decimius will open the door for you!

He will lead you to a giant Dwarven armillary sphere (a spherical model of celestial objects in the sky) - aka the FOCUSING GLOBE - aka the Oculory. He will ask you to approach the Oculory.

Oculory Puzzle SOLUTION:
You need both the FLAMES and FROSTBITE SPELLS. If you don't know it, the spell tomes are sitting on the desk behind the control panel up the stairs.

You need to cast these 2 spells at the blue glass orbs. WATCH THIS VIDEO FOR THE CORRECT ORDER:

One that's done, go back to the 3 buttons at the top of the ramp.
Click the left button ONE TIME.
Click the middle button SIX TIMES.
Click the right button FIVE TIMES.


Paratus will complain about the College, and reveal the Staff of Magnus's location: Labyrinthian!

While leaving the Oculory room, Nerien (from the Psijic Order) magically appears. Beyond the doors where Nerien was standing, another set of doors can be opened with the Observatory key.

Once open, it is possible to fast travel back to the College.
