High chaos is determined by how many enemies you kill...I believe you must kill 20% or more of the enemies in each mission to reach high chaos level. It is recommended you always kill your target, though not a requirement. High chaos will also effect quite a bit of other things in the game. These are just a few of the things I know for certain change throughout the game: Bloodfly infestations will become much more prevalent. The Grand Guard will be more numerous. Some dialogue and tone of characters you speak with in the game will change. And of course, the ending.

KJer25No worries... happened to me too...it will change over the course of your play through, if you continue to play in high chaos...stay the course.

Just a note here. For my High Chaos playthrough, I had been getting High Chaos since Mission 4, killing most people along the way, but then I neutralized Delilah in Mission 9 instead of killing her. Guess what? I got an overall LOW CHAOS. I never knew this decision would change the chaos level this much.

I Argonaut INo worries then, since that is the last thing, you can just load up the last save and kill her instead.

Gizmo2kJust more info to muddy the waters; I was Corvo, high chaos right from the off, powers, the lot, forgot what I was doing and placed the corrupt rune on the throne and didn't kill Delilah, still got this achievement. Pretty much killed everyone and everything I came across the whole game, except Delilah.

Gilbert PrimeI'm convinced it's the average across the entire game. In keeping with my idea of the storyline, I killed all the hostiles in Mission 1 and then mostly took out only guards that attacked me, usually three per mission. In Mission 7, I had only two kills, the Nest Keepers. However I did cut down all the witches in Missions 5 and 9 plus all the non-civilians in Mission 8. I saved Hypatia and Stilton but maintained High Chaos all the way through.
Also I restarted Mission 9 on a no-kill playthrough and cut down all enemies. At 30 kills I was still Low Chaos.
