  Tips: Don't cause too much panic around the two musicians or they will run away. You don't have to listen to the whole song.

  MISSION 2: EDGE OF THE WORLD
  After the wall of light continue on through the next door to the train station. The two musicians are at the small market, you can't miss them.
  
  MISSION 6: DUST DISTRICT
  Walk into the Saloon on the left side after you walked through the wall of light. Inside is Paolo and some guards, so stay back and listen to the song from a distance.
  
  Stay back and try to see the musicians in some way. Most likely, you only have to hear their song for a few seconds, but if you sneak up and listened to them for a while you're good to go.
  
  MISSION 8: GRAND PALACE
  Once you reached the wall of light that leads to the palace, turn right and take the next street left. The two singers are standing there with a crowd.

  I missed this in story and went back to the level in mission select (Grand Palace) but the music group didn't even spawn, any ideas?

  Update: Finally found all three groups in one playthrough and same story as others have faced! Weirdly enough, jumping on the dudes head does in fact work! Strange achievement

  I'm going to add to the confusion. I reloaded a quick save right before the 3rd group of musicians, listened to them for a few seconds and climbed up to the balcony on the opposite side of the black market. There's a trip wire in the apartment, and a few seconds after cutting it the achievement popped.
  
  It's almost like the game needs you to interact with something for it to figure out what's going on.

  You can find the locations of the singers in the above solutions, I'm just stating what it is that I did to gain the achievement as I know some are having trouble.
  
  I played as Emily in NG+ mode and I made sure to keep things at low chaos. I never killed a single enemy but I was spotted numerous times.
  
  MISSION 2: EDGE OF THE WORLD - the song had already begun when I approached them so I waited for it to end and listened to the whole song again. Also, I stole the song lyric sheet from the guitar case and then moved on.
  
  MISSION 6: DUST DISTRICT - I made my way into Paolo's saloon without being seen and saw the musicians performing by the bar so listened to them from distance/used the spyglass. I wasn't happy with this so I manged to hide behind some cover right behind them and listen to the full song start and finish as well as stealing the lyrics from their belts.
  
  MISSION 8: GRAND PALACE - Again, I made my way to their location without being seen but they had already started the song. The achievement didn't pop which concerned me so I stood and watched them perform it again from start to finish and just as they stopped it popped up.
  
  I think it is safe to say that to be certain, you should make sure you listen to the entirety of each of the 3 songs. I stole all of their song lyrics but who knows if that made a difference or not.
  
  It really seems to be as simple as -
  
  Low Chaos
  Don't rob any black markets/kill anyone
  Listen to their songs from start to finish.
  
  Hope that can help, I know some have done the above and still not had it work. I'm aware that others have had the achievement unlock when not listening to the entire songs but I had to listen to each from start to finish.
  
  As I have written above, in mission 8 the singers had already begun the song and the achievement DID NOT unlock when I stood there and listened for a few moments. It was only when they restarted the song and played it in full that it unlocked.

  Solutions and comments confirm that
  * Listening to the whole song is NOT necessary nor does it affect the achievement
  * LowChaos and no black markets robbed alone are not the only thing that matter. Many tried this and failed.

  I'm aware of the points you have made, I stated above that I know some have tried what I did to unlock the achievement and still not had it work. There's clearly something not quite right with it but as I said, what I have written above is what I did to get it to unlock. I had to listen to the entire song to get it to unlock and the singers did not appear in mission 6 or 8 if I was playing in high chaos.

  I tried many play styles configurations and I can now confirm that there's only one thing that counts towards getting that achievement.
  
  JUST DO NOT ROB BLACK MARKETS.
  
  You can play on high chaos, low chaos, with or without powers, no matter if people flee when they see you or if you kill anyone on sight. All of that does not matter at all. The musicians will show up on mission 2, close to the station, mission 6 in the saloon and 8 in the back alley near the watchtower, no matter how you play as long as you don't rob any black markets which would make the one in mission 8 under howlers' protection and prevent the street artists to get there and play their music.
  
  Also no need to listen to the whole song. A few seconds in each of the three missions are enough. I stood for 15 seconds each time at best.
  
  For the achievement to pop up you just need to stand there on mission 8 for a few seconds and leave. You'll get it to pop before you reach the watchtower on your way back.
  
  I had 4 playthrough.
  Low chaos with powers , low chaos without powers, high chaos with powers and the last one was high chaos without powers. No matter what play style combination I chose If I robbed the black markets, the musicians would not show up voiding the achievement.
  So on my last playthrough, I played like a maniac killing every living thing, not hiding, without powers, dropping oil canisters and blowing up everything. I just stood for a few seconds so I could hear their music in the three related missions. They appeared on mission 8 despite what people said about chaos and play style. And I got it to pop.
  
  I've seen a lot of theories involving multiple conditions. There are none but one. Just play as you like as long as you don't rob the black markets.
