This is one of two ways you can complete Mission 6 if you so choose to do so (doing either way will get you the code for Jindosh's lock).

For this achievement, you must kill/knockout the Vice Overseer, and bring him to Paolo, once you do so, he will give you the code to Jindosh's lock. (If you want to do a stealthy playthrough, save, get the code, reload and go through)

SiouxWarrior9I delivered the Overseer to Paolo, wathced the cut scene, nothing happened. Do you have to open Jindosh's lock?

BobbyAshI had the same problem as Sioux. I reloaded 3 times to no avail. After the cutscene, I talked to Paulo again, causing another cutscene, and it popped.

You probably don't want a frontal assault on this one. The best way is to be prepared with the bolt splitting upgrade
    *** Spoiler - click to reveal ***
and the outfit upgrade that allows you to hold 20 bolts. Infiltrate the area through the back alley. This is also the alley you need to enter to get into the apartment and rob the dealer. Blink up to a nearby balcony that gets you into a dentist's office and pass through to a balcony on the other side that looks down on the Overseer Compound entrance. This gives you a perfect sniping position against the Overseers on the ground. It's best to target three at once if you can, it saves on bolts since you may need to shoot some twice. Up the stairs ahead you will find two Overseers talking. There is a pillar just outside of that doorway that you can snipe from. Once all the ones that are going to respond to the fighting are dead, you can go in the front door and there should only be two left, and they are in different rooms. Sleep darts work well to save ammo. You can loot a nearby sleeping guy for the key to a nearby door. On the third floor, avoid the notice of the guy in the hallway ahead and Blink up to a walkway. Enter a window on the left that allows you to snipe Byrne and his friend before they even know you are there. Blink down and take out the praying guys and then grab the body. Blink back up and out the window, Blink out the door, and head out the way you came in. There should be no problem getting out of the area and when you get to Paolo's area it becomes Neutral.
