You should try this on your no-powers run, if you intend to do one (there is an achievement for a no-powers run). Each rune is worth 200 if you refuse the Outsider's mark at the beginning of the game. This increases your gold available, but they didn't increase the target for the achievement - it's still 18,000 (I unlocked it at 18,094).

EDIT: The update that introduced New Game+ makes this even easier. Do your powered run first and use NG+ for your second run. Use the other character, do it without powers, and not only will you get 200 for each rune, you'll also get 200 anytime you pick up a blueprint you grabbed your first time through.

There are 45 runes, and even in a no-powers run, the Heart points them out for you. That's half of what you need. Add in a guide for all 27 paintings (another achievement), and that's another 5,400. You need only another 3,600 across the entire game to break 18,000, which is trivial. EDIT: It was pointed out in the comments that most of the runes being sold in the black market cannot be stolen for the additional 200 apiece without powers, so this solution overstates the gold from runes by perhaps 600. It's still worth it, I promise.

You can get the extra 3,600 just looting bodies and picking up the treasure that's always around runes, bonecharms, and paintings. There's no need to go really delving for treasure if you do it this way. Or, if you're a more cautious sort, you can really pile on the looting in the first few chapters and unlock the achievement by the end of the fifth mission.

Below are the points available in each mission for a non-powered run (a powered run is lower by 200 for each rune present in the mission), along with the number of runes and paintings in each level. The last number, "R&P target," is the point at which you no longer care about anything but runes and paintings (i.e., if you finish the third level and already have 8400 gold, you can ignore everything but runes and paintings for the remainder of the game).
