  You get this by going to your phone in game, then to the multiplayer option, then to bounty hunter, then to Find a Target. After this, someone in game will be running away from you and the police. Kill them and do it 4 more times.
  
  To check your kills, go to the Xbox Achievements App and it's one of the tracked stats at the top of the page.
  
  EDIT: If you've seen this solution before, it's being changed dramatically. Throughout the updates and the changes, it's clear that Ubisoft is allowing all forms of killing to be counted. So just murder away. I still recommend hacking their car to stop and then sniping them out of the drivers seat, but to each their own.
  
  SECOND EDIT: It appears this now works via four-player private lobby as well. (Thanks xDaddy Cake)

  Might be a touchy achievement. Took 10 kills for me. It seems hitting people with your car, crushing them we cranes etc, may not count. Only shooting worked for me.

  Best done with the 3D printed 'YourBoySerge' Sniper Rifle; it's OHK (at least torso up as that's the only place I aimed for) and also disables vehicles in one shot.
  
  Out of the 7 attempts I did I got all 5 of my kills with this rifle, the guy escaped in a boat once and the Police killed him once. On average I was probably only in the other player's game for like 20 seconds because I was killing them so quickly with this.
  
  Obviously easier if you both start on foot as it skips any potential chase.

  Only downside is that it's pretty expensive. Might want to add price to solution.

  So it's worth noting that this sniper rifle is not a one hit kill until you buy the damage upgrade in the research app.

  This one was a pain for me. Every time I'd join a Bounty Hunt, someone else would neutralize the enemy or the police would kill them. I found that mowing them down with my vehicle was easiest for me as long as they are fleeing on foot. I obtained 3 out of the 5 kills that way. It also helps to have as many skills unlocked as possible that way you can hack their vehicle when they are trying to flee.
