To unlock the cape you must 1st collect all 100 feathers in the game. Once you do, return to the Villa and place them in the box in Maria's room. After a short scene with Ezio's mother the cape will be unlocked. Simply go to your inventory, select outfits, then equip the Auditore cape. You need to visit 6 locations while wearing the cape and those are:


You can fast travel between all locations except the mountains.

Since someone mentioned in the comments I should mention that the cape will automatically max your notoriety in all locations except the Villa. This shouldn't be an issue really if you fast travel between locations. When you fast travel you get credit for the location as soon as the area loads up. You can then instantly fast travel to the next area. Because you can't fast travel to the mountains, do that one last and then either Florence or Forli as the 2nd to last because each one of those can give access to the mountains and have a fast travel station reasonably close to the entrance to the mountains.
