To get the Regalia Type-F you have to complete the game first. After the end credits, save the game and load it up again. You will be back in chapter 14 where you have to go to the beds, call Umbra the dog and return to Lucis.

After returning to the open world, you have to complete the Imperial Base called "Formouth Garrison" in the north.

It is very tough and you should be at least lvl 40. After completing all waves you will get the "Strange Engine" Part for your new Regalia Type-F.

Go to Hammerhead and claim your new flying car at the garage.

To get this achievement you need to do 4 things:
    1) Complete the game, saving at the end when prompted and then loading that save
    2) Complete Formouth garrison that is located near Hammerhead. this earns you the item "Strange Engine"
    3) Head to Hammerhead to talk to Cindy to have her upgrade the Regalia to the Regalia Type-F
    4) Take your new Regalia and explore the skies of Eos
The achievement should pop not long after take-off.
If, like me, you completed Formouth Garrison before completing the game, don't worry, you can still get the achievement. So long as you have the required part and complete the quest talking to Cindy, you should be fine. Any questions please don't hesitate to ask
