Where do I earn this?
This achievement is earned in the Mei's Snowball Offensive Brawl in the Arcade.
It was available during the Winter Wonderland event. While this event will most likely return next year, it is unclear whether this brawl will return with it.

What is Mei's Snowball Offensive?
The following contains the game's mechanics. There is a "to long; didn't read" down below.

One ammo at any time
Reload at snow piles

Ultimate (Flurry) gives infinite ammo for short duration
How do I earn this achievement?
You must hit, and in turn kill, an enemy Mei from at least 25 meters. I'm not entirely sure if this is just horizontal distance or if it will actually calculate point A to B (my guess it horizontal distance.)
If you want to a roughly know how far 25 meters is, from the main menu go to Taining > Practice Range. There is a place that shows distance from a bot. Junkrat's bomb and Sombra's Translocater have slightly larger arcs (won't travel as far) than Mei's snowballs do, so you can use those as estimates.
Method 1 (Spawn Strategy)
When starting, climb the stairs to the doorway and shoot to the other doorway. Enemies tend to do this to try and get early picks.
Alternatively, you can climb the slope or use an ice wall to get onto the parallel platforms and shoot across the gap.
A very luck based one would be to shoot a snowball at a high angle and hope it lands on someone. (Suggested by John Conner M)

Method 2 (Stationary Targets)
If you see a Mei that doesn't have a snowball follow her around, from a distance, wait until she starts to reload, and shoot.
When Mei uses her Cryo-Freeze, try and time your snowball hit with the duration of the Cryo-Freeze. Snowballs are projectiles which means they have travel time, so accounting for that is important. (Suggested by John Conner M)

Method 3 (Ultimate)
When your ultimate is ready, save it for an opportunity to spam a far away person. If you hit them within the first few shots, you can catch them off guard and they won't have time to defend themselves. (Suggested by VictimOfDesire)

Method 4 (Pure Skill/Luck)
With enough experience, you may be able to predict where a Mei is going and shoot them from a far distance.
Or you may be going for a completely different Mei and accediently hit one that was far enough.
