  This achievement is story driven and unlocks after the events of the free trial, so if you purchase the game after playing the trial it should unlock when loading up the game save.
  
  Unlike the achievement description and the other solution misleadingly suggests, this is not unlocked after the first battle, but rather when

  Impossible to skip and the very first achievement in the game.
  
  I wont spoil it but the name and description pretty much explains what happens.

  *** Spoiler - click to reveal ***The opening scene and tutorial is a bunch of bandits attacking Horatio and his son while the Narrator is constantly talking about Horatio dying
  
  You finish the tutorial by beating the bandits and making it to town, hense defying the Narrator
  
  The name of the achievement comes from the last line the Narrator says during the battle

  They must have changed the game. The achievement now unlocks when..."something" moves the city for the first time. It no longer unlocks after the first fight. The city is moved a few fights later, after your first quest from the city.

  Confirmed, for what it is worth. As Slime said, cheevo now pops after the city moves.
