Some spoilers ahead.

It seems that you will not be able to complete this achievement in the same play-thru as the No Irish and No Big Guns achievements since you must use SWAT and the paddy wagon to respond to the protests at city hall (displayed black). I recommend that you attempt this achievement after you have completed everything else in your first play-thru so that you can get acclimated to managing everything.

You DO NOT need to be successful with all legit calls, answer calls for back-up, finish all the investigations, answer the calls from city hall, complete favors for the mafia (light yellow), complete favors for others (green), or do missions for the Atticus Bank; The Church; or the Labor Union in order to get the achievement. Only the protests and the legitimate crimes are necessary. This means that you must send police to the calls the mafia wants you to ignore.

In order to prevent the mafia from assassinating you early on, you must choose to help Kendrick. I have not proven it, but it also seems that using the mafia's services -- maybe assassinating your cops or detectives with the lowest professional rating -- seems to help as well as sending cops for the mafia favors. If you get a scarecrow with a knife in its head, then it likely means that you will be assassinated the next day unless you gain some favor with the mob. If you get past day 12 and the gang war starts, then you are in the clear and the rest of the game should be easy if you know what you are doing.

General tips:

The red serial killer case is one portion of the game I am still uncertain about since I chose to alert the feds at the start in both play-thru's to save myself the trouble -- you will receive an $80,000 bonus and you find out the truth about the killer later on anyway. The serial killer will kill one of your detectives that you send on the first call (send your two worst) and you are required to deploy SWAT to gather any more evidence thereafter. If you decide to tell the FBI and fail to collect all the evidence on the serial killer, then city hall will severely cut funding and you'll lose half of your staff.

Fabricating evidence for the protests allows you to apply force in suppressing them and keeps you in favor with city hall early on. If you do not apply force, you will lose favor and city hall may deny all requests and possibly force you to fire a big chunk of your staff. However, if you apply force and did not fabricate evidence, then you will take a penalty after the questioning. You can afford one penalty as it will only cut your already minuscule salary, but on the second penalty, you will lose half of your cops. For the first protest you will want to take the hit because the fabrication would either blame the mafia or city hall. But by the second you should choose to implicate one of your own cops. Later on, when the option to fabricate evidence disappears and once you've solved some investigations and as long as you don't have too many civilian or cop deaths, choosing to not apply force will not likely hurt your relationship with city hall enough to incur budget cuts.

Successfully completing investigations gains favor with the mayor and eliminating gangs gives you large bonuses both of which are necessary for hiring more cops. Preventing civilian and officer deaths by successfully completing all the real calls will help to maintain an amicable relationship with the mayor. Thus, answering calls from city hall is not necessary and will occupy cops that you will need for answering all the legit calls. Avoiding false alarms will save you some trouble.

You can restart a day by quitting out and choosing continue or restart from any previous Sunday by loading the game. I ended with over 50 cops and 400+ crimes solved by the end. Many of the slots I bought from the Atticus bank so be sure to unlock them. In the early game I upgraded SWAT and only added two other detectives, but otherwise I only requested cops. Track your failed cases through the deputy>statistics. There are three favors that grant you a few extra cops slots and a paddy wagon (mentioned in the description) and some even offer money but those often end up with the cops you send becoming unavailable the rest of the day, quitting or dying so I just did the three. Sell all evidence to the mafia and share it with your staff.

I clocked in at around 20 hours per play-thru so be ready for a lot of tedium and monotony as you will likely be quitting out to the main menu often. Good luck to all three of you!
