  This achievement comes down to mere luck. You can get it in Wyatt's chapter in the 400 days chapter. If you fail to get it, rewind and try again. it it missable!
  
  When you hit a guy/walker with the car, you will discuss whether or not to look for the guy. Choose we should check together and when your friend proposes to rock paper scissor it, say that that is fair. Other strategies state that Always giving paper works to win (you need to win 2 out of the possible 3 games). My own strategy involved starting with paper, then depending on what your opponent chooses make your next call. The other guy chose paper as well, so I assumed he'd choose scissors to beat my paper (if I were to choose that again), so I went for rock. Turned out that way. I assumed he'd choose paper afterwards to beat my rock (if I were to choose that again), so I chose scissors. Again, it is luck involved but this strategy worked for me.

  I saw in the comments for the 360 version and it seems to work:
  Rock (A), Paper (B), Scissors (C). (A) beats (C), (C) beats (B), and (B) beats (A).
  If you choose (A), your friend chooses (A). First round seems to always mirror your choice.
  
  So after the first round your friend will choose whatever beats the first choice. So if we continue from the first round, the friend will choose (B). So in this case you want to choose (C).
  
  During the third round he will choose (A), so for you to win you would have to choose (B).
  
  If you missed an opportunity in the previous two rounds he will choose (C) and you would choose (A).

  So here's an example that would get you the achievement:
  You choose ROCK. Eddie also chooses Rock.
  You choose SCISSORS. Eddie chooses Paper.
  You choose PAPER. Eddie chooses Rock.
  If you failed in the previous two rounds You choose ROCK. Eddie chooses Scissors

  You can get this via Wyatt's chapter of the game (400 Days). Shortly into the chapter your mate will want to play rock, paper, scissors.
  Select "Okay, that's fair" to play.
  Win the match to get the achievement.
  
  It will be biased only on luck. Keep trying until you get it. If you get to the last hand and you are about to lose quickly exit to the menu or the dashboard, so you don't have to run the entire chapter again.
  
  If you missed it, just replay Wyatt's chapter. Good luck!
