Not sure what this reference is.
You will first need enough funds to open up Academy.
From Crowd Kicker headquarters/start go straight across to Academy. Once inside head to the QR cube, go right and head left of stairs along the shoreline. You will find a convict here. Pick her up and take her back to the entrance you just came through. When you leave her in the cell make sure to pick up a spray paint can and make sure not to get caught in the force field as it goes up. This will give you the Juvenile Goat mutator. Head outside again and back toward the QR cube, you should see a skull already spray painted on the wall on the left. Once here press and hold
for 1-2 seconds while walking along the wall. You will hear the sound of a spray paint can being shaken and you should see either a new spray paint or a 'splash' even if nothing appears. Repeat 10 times for the achievement.
Just a note if you forgot a spray paint can head back behind the main structure on the right side, there is a Yoga group there and more spray paint cans.
In addition this must all be done in one area, once you leave Research your spray paints disappear.
