This is (pretty much) story related and hard to miss.
Once you go through the gate into Hivory Towers and start walking around and exploring, you will eventually be shown a Pagie sitting atop what amounts to a simple obstacle course to make sure you know how to do the basic moves.
You proceed to the top of the display, grab the Pagie and the achievement will be yours.
