In the Water level

As soon as you spawn in look for the row boat to the right just off the shore. Climb in a grab the oars. To row the boat all you need to do is repeatedly hold both the cn_LSd and cn_RSd down at the same time, now when the oars are almost at the front quickly push both sticks back upcn_LSu cn_RSu. Just repeat this to actually move the boat. If you need to steer left or right at all just look that direction and the boat will turn. You'll need to go under the arch in the rocks. You should see the cargo ship by this point. Make your way towards it and once there the achievement should pop quickly.
