    It's story related and you can't miss it. You should get it after an introduction to the game, your brother, and core mechanics. Should take about 20 minutes to complete.

    I Fuzion xPro IIt is missable, though. I haven't unlocked it yet, and I completed the game a long time ago. I guess it's a bug?

    It might be, just start another game, complete the prologue and it should unlock. You have to play the prologue, there is no reason for it to be missable.
