To unlock
Electrostatic Burst, you need to use your Psychoscope to research two
Voltaic Phantoms. One will be located in the Crew Quarters and another can be found outside the entrance to the Crew Quarters in the Arboretum. You will then need to use
3 Neuromods to unlock
Electrostatic Burst I. It will cost 30 Psi points per use.
A perfect spot for this achievement is in the Arboretum outside the entrance to the Crew Quarters. There will be two Operators trapped in the Security Booth upstairs, and you can chip down their health until they are both nearly dead, then use Electrostatic Burst through one of the small windows. Make sure both Operators are caught in the burst, and you should unlock your achievement!
Note that my achievement did not unlock the first time, so I'm not sure whether my tracker messed up or if you need to do this twice, so make a save just before you use the ability.

RellikGod said:You're right, just confirmed it. Multiple shocks won't work. It has to be one shock after damaging them with weapons.
