The only way to teleport is with the smoke bomb item. It has a distinctive circular icon when it spawns on the map, so you'll know when you've got the right one.
This is easy to do versus a spare controller(s), online with a friend or even versus the AI. Simply place the bomb in mid-air over an area where the enemy is (or where an enemy would likely be, if you don't have a spare controller) by using
. Pressing
a second time will then allow you to teleport to wherever you placed it. Once you've successfully teleported above the enemy, just do a downward attack on them to easily take them out.
If there aren't any bombs available on the map, just keep picking up items and using them immediately until you get one.
The percentage does go up on the achievement tracker each time you do it, so if you want to make sure you're doing it right you can always check your progress on the achievement menu or even turn on the tracking for that particular achievement.
