This is fairly easy to do on difficulty 100% or less. During game setup make sure the map is small, keep the challenge difficulty low, realism is off, and choose warriors as the starting class.

When the map first loads check the placement of your city. If you are in the middle of rough terrain you may want to reload. Rough terrain, snow, forests, and mountains, cost extra movement points. Since you are basically going to be running around the map and needing to stop in town for resources you will need to be able to get around the area quickly.

On a small map you should be able to complete everything fairly quickly, even with a few stops in town to fill up on supplies. The spawn locations for the quests is random, if things spawn too far away you can retire the game and try again. Watch out for the bodies of water, if you have to take a round about route too many times it will eat up your turns. Keep an eye on your villagers health, and reload of too many die to injuries before the final challenge.

Step By Step
The start of the game is the growth period. Make an expedition of warriors + one medic if you have one. Run around the map and loot everything around the town at first. The town folks are responsible for getting as much food as possible. After you complete Theodore's request the main quest will appear, at this point you should be able to stop by the city and pull 30+ turns of food onto your main expedition. Start the main quest asap.

Right after the first step you'll have to options. One is a tower and one looks like a tree. Go to the tree option. You can short cut some of the quest at this point; however, it is a 5 skull fight to skip ahead. If you are able to complete the 5 skull fight that is great. If not, that is fine there is still plenty of time, agree to find the other tree. High tail it to the other tree, your options here are either a 3 skull fight, or return to the first tree and do a 4 skull social check. If the fights are hard for you, bring nearly everyone from the village to the 4 skull social check. Whichever path you choose you must return to the first tree, once you succeed at either killing the second tree or tricking the first you can continue the quest.

After some dialog the second to last challenge awaits. This contest can be completed 4 ways:
4 skull sneak
5 skull fight
5 skull social
4 skull hex

If you are nearing turn 90+ you should be able to scrape through either the 5 skull fight, or the 5 skull social. Remember for social especially to pickup and bring your villagers from the town. Even for combat you can use them as "shields" taking damage for your stronger characters.

After completing this portion you have the last mad dash to go. An orc will stop you, I recommend just talking to them. Then you go back to the elf, make sure you bring the scales for this or you have to go pick them back up. I also recommend just talking here. You want to be at full health for the final challenge.

After talking to the elf the last challenge is ahead. You have either a 5 skull social challenge or a 5 skull fight. Once you resolve the ending here before turn 100 the achievement is yours.
