Advancement victory is the 3rd victory condition you can examine in the "god menu." To get the achievement you must complete all 4 of the objectives. Have a population of 50, have 3 epic buildings, research 70% of the skill tree, beat a large number of 4+ skull challenges.

You can get the achievement after beating the other quests, just hit "keep playing" whenever it prompts you. The tab in the "god menu" will keep track of your progress, checking off completed portions.

How to get the individual objectives:
Population of 50 will happen over time, you'll notice turns where several events will happen giving you characters or children. These are random, but have varying percentage chances, depending on your current turn # and population. For example, from turns 300-400 you may not get very many new character events after reaching population 30. However, after turn 500 the rate of character events will increase. On top of these events it is good to make sure you don't lose characters to challenges often. Reload saves if people die, and keep a medic in every group to decrease the chances of death due to injury.

3 epic buildings are constructed by having 3 buildings in your town that cost more than ~1200 build points. This is easiest late in the game, because increasing the build points requires rare materials to be used in construction. If you chose on of the "larger" build projects like blessed paths, then use the rare materials like diamonds, obsidian, and dryad wood. You end up with a more expensive build cost, and can satisfy this requirement.

Research 70% of the skill tree is a very buggy requirement. I got the achievement at 40% completion according to the "god menu." My recommendation here is that through your play through you acquire as many research points as possible, while focusing on the other objectives. Research points are acquired through completing events, combats, and crafting, the cost per research point goes up as you continue to gain points. Just keep running your expeditions around fighting and investigating as much as possible and keep your villagers crafting. Spend your research points as you go. Also if you think you are getting close save and reload the map, I got the achievement right after loading the game.

Beating a large number of 4+ skull challenges is bound to have happened by the time you reach 50 population or 70% research completion, in the case that it hasn't as the game progressing into turns 300+ 4 skull enemy groups will begin to be very common. Keep running your expedition around the map and this one will be completed.
