You can get this right at the start of the game.

Using a Keyboard/Mouse:
Holding Right click and pressing W to aim down will dive all the way to the bottom.
Then press S and head to the surface (still holding right mouse click) & also using the left mouse click now and then to give your self a boost and you should leap from the water.

Xbox Controller: Easiest method
Use

to dive and

to swim down towards the sea floor. Once at the sea floor start swimming upwards using

while pressing

to leap out of the water.

If it doesn't work the first time just keep at it and eventually you should be able to get it to leap a bit out of the water.

It is possible to do on a laptop. you just need to get to the bottom of the water and aim towards the surface with S. You can briefly let go of the right mouse button and press the left mouse button which should give you a bit of a boost. Then immediately after repress the right mouse button.

Without controller via USB, is there any way to do this on a laptop with a mousepad? left/right click only possible individually for me. Cannot press both.

Sorry I took so long to respond back.. Yes it should be possible to do on a laptop. just dive to the bottom and press the S key. make sure you are pointed towards the surface. you can let go of the right button briefly to press the left to give yourself a boost and then immediately repress and hold the right button. Hopefully you will then leap out of the water. If it doesn't work the first time just keep at it and eventually you should be able to get it.

I don't know what I'm doing wrong. Left stick from the bottom just has them swirl in circles and the A button doesn't have them boosting anywhere.

Edit: Not to hate on the text guide here, but the video on the other guide is much more clear on what to do. You need to swim along the bottom then press A to shoot up. Straight from the bottom of the sea floor using left stick to go up then pressing A doesn't do it. It didn't work for me, but moving along the sea bed then pressing A did work.

This can first be attained near the beginning of the game. Swim towards the bottom of the sea floor (holding RT and pressing A) and when at the bottom swim straight up (again holding RT and pressing A) and you should jump out the water.
