  Ok right off the bat this is 100% luck. It took me over an hour to get and my friend got it first try so please do not that it may take a while. This method I would recommend watching the video guide because it is a lot to explain in text. The jist of it is going to the librarian at the trading post and trading with him until he has 3 enchantment books. If he does not have the water walking one just restart save and rinse and repeat.

  Also, instead of getting books at the enchantment area, just place the bookshelves you get from the villager and break it. So much faster

  01/20/2021 - The video is still accurate. It took me around 15 Tutorial Worlds which was about 1hr 45min. You can get 3 books max from the trading villager.
  
  To cut time, I broke 5 bookshelves in the enchantment area, ran over to the iron golem chest and took an iron block. Break that into ingots and make an iron pick and if you know where the bed area is - to the right are 2 green emerald blocks. This usually gave me the amount I needed for the second book trade (if not the video shows where you can get more emerald blocks in the elytra area for when you get the Frost Walker trade).
  
  Tutorial Map location for deep ocean is: 425 64 -175

  Can be done easily in the tutorial world, trade with the Librarian villager (white robes near animal pens)until he offers the frost walker book All the stuff you need to trade will be near by and the chest restocks after a while. Think it was 5 or 6 trades, craft boots using the iron in the chest opposite there.
  
  Go to the anvil and use the boots and book to get enchanted boots then go to the edge of the map with them equipped and run until it pops.

  The other solutions here describe wonderfully how to get this achievement and in reality this isn't a hard one to get per-say, just really lucked based. That is why I am just offering help for people who want the achievement quickly as I have this set up in my tutorial world.
