I suggest using a 1v1 - 2v2 map like Sentry to grind this out. Set resources to max, unit abilities and leader powers to fastest cooldowns, and the Emperor Skull (you can activate others as well if you want the additional help.)

When the game starts, expand and capture all bases but the natural expansion of the enemy. If you lock the AI down to a single base, they tend not to produce many vehicles. Don't worry, you'll have turrets at your own bases and a death ball of forces to use if they try and expand out of the map. You may also want to destroy their first expansion to get leader points early on, and then just deal some slight damage and contain them until you have enough points for Omega Team. At that point, call them in, and park your main force a little bit behind them.

Now, you just need to hijack vehicles. Send your Spartans in to grab units, and then once they've done that pull them back immediately to your other forces. That will keep your Spartans alive. You can get out of hijacked vehicles—when the hijacked vehicle is selected using Right Trigger to select the Spartan inside of the unit and then Y somewhere away from the vehicle, and the Spartan will jump out. Rinse and repeat this as needed, sending Spartans in to hijack vehicles, pulling them away from harm, and then jumping out of the vehicle, waiting for the cool down to recharge, and do it again.

One note of caution—if you tell a Spartan to hijack a vehicle from far away and the vehicle moves by the time they get there, it seems like they will sometimes just ground pound the area rather than hijacking. So get them close and then use the hijack ability for better results.

NOTE: Comments below suggest that the tracker may be borked or only go up for one person in co-op. The achievement itself takes less than 45 minutes to do solo, so probably best to grind it out yourself. Will update further if this is found to be a glitch.
