  There is a perfect opportunity to do this within the DLC. (Minor Spoilers)
  
  After a couple of missions you will be given the opportunity to go to 3 different objectives, one of which being the Welty Storage mission.
  
  When investigating the warehouse you will fall through a floor, there will then be 4 people about to sacrifice someone (I think), whip out your pistol, press Y to activate slow motion and then try to get headshots to refill your timer.
  
  Once you kill all 4, just reload checkpoint, rinse and repeat and the achievement is yours.

  I used the silenced M1N9, from all the guides I thought it had to be a pistol.

  To enter Slow-Mo, press while aiming your gun. If you have successfully pulled a headshot on an enemy, the slow-mo bar will partially fill, giving you more time in slow-mo.
  
  I chose to do this achievement at the police station in the French Ward. Here, the enemies are standing close together. The location of the police station is as follows:
  

  

  
  
  Enter the police station by climbing over the southern gate. Run a little closer towards the main building before shooting. Your four targets are the two cops standing next to the main building doorway and the two cops standing next to the police car. I recommend using a pistol for greater accuracy.
  
  Once you have made four headshots, allow the police to kill you. You should respawn at Father James' house. If your car is parked outside, drive down the adjacent road back to the police station.
  
  Rinse and repeat until you have done this 10 times.

  So as it seemed that Hangar whatever and 2K not gonna help, I've tried to contact some of the gamers that wrote in the comments that they had it glitched but after all had it unlocked and REPOMAN NL responded! Thanks for the heads up and the huge help mate! Super nice guy!
  
  So he guided me to the goldyman77 solution for
  "Danger Close" Achievement which also happens to bugged along with some others.

  It turned out that the issue with the achievement is related to an issue with the cloud save improperly either registering or not registering something that causes it to not unlock.
  So I followed the instructions and IT DID UNLOCK.
  Also this method seems to work with other glitched achievements so try it if you experience any other!
  
  I will try to sum up what I did in case you wonder, but all credits goes to REPOMAN NL & goldyman77!
  
  1. Click Start button on Mafia III and choose Manage Game
  2. Go to Save page, select your own save file and be sure to click on Delete Everywhere. This is very important, you have to delete all possible saves that you may have. Including local and cloud save.
  3. Now go back to the 1st page of managing game and click on Uninstall All. So you dont have the main game or any DLC installed.
  4. Now reinstall the main game and then all the DLCs.
  5. So before starting a fresh game, be sure to Go Offline. This is very important too. You want to be offline no matter what.
  6. Start the game and play as usual to the moment that you acquire Slo-mo shooting. You will receive a pop up window, if you wonder when it is.
  7. From now on just find a best spot to grid the 10 multikills and do at least 15, just to be on a save side. I personally found "Rob the Cop Bar" a perfect spot because Burk settlement is just around the corner and you don't need to drive a lot to get to the cops.
  8. After you are done with the kills, Pause the game and press Guide button, then select Connect to Xbox Live and return to the game.
  9. I begun to panic a little because nothing happened and achievement didn't unlocked immediately as stated in the other solution, and I quit the game. And then start it again, ka-ching! It maybe needs some time to register or a restart, I don't know, but either way it popped!
  
  Just a side note, I was wondering if I actually have to assemble the whole crew and to be able to start the actual "Sign of the Times" DLC before starting to count the multikills, it turned out that you don't have to!

  I followed the steps that Eblio posted and it worked for me! i just went to the French ward police station and killed the cops there. I did quit the game after connecting to the internet because i wasn't getting anything, started the game again waited for about 2 mins and the achievment popped!

  It it’s not unlocking for you guys here what I did to resolve this without uninstalling the game. Just delete all your save data ( delete everywhere ) and play it offline tell the moment it says slo mo shooting can now be accessed ( after talking to the lady in the club when cleaning up the first district for Cassandra. ) and go to the French Ward ( the police method ). I did 12 and paused and went online again and waited 3-4 mins and it popped.

  I unlocked this achievement in the "All For The Blessed" story mission. There is spoilers for those interested in the story line. I missed the opportunity to rinse and repeat the achievement as I checked Swyer87's solution too late.
  
  The following spoiler will include text and a DVR capture of the final round of four kills I needed in slow-mo:
  
  

  *** Spoiler - click to reveal ***Once you make your way inside the Opera House, you'll come to a balcony where Lincoln will lean over the balcony to see what's going on below. All of the people here are classed as enemies, as you will be able to tell on your radar. Once you've regained control of Lincoln, aim with a weapon you're most accurate with, activate slow-mo, and kill at least
  four people in one lot of slow-mo.
  
  Killing more than four and not always nailing a headshot didn't effect the achievement for me.
  I did let the slow-mo run out by itself first though and then restarted the checkpoint. The achievement popped straight after the tenth time I'd nailed a fourth kill.

  Honestly, this is the best solution. You don't have to worry about potentially missing someone like in the other solution. There's so many people, you can easily get 6 or 7 per slo-mo. Plus, it's really quick from load point to shoot time. Excellent solution! +1
