How to unlock the Talent Scout achievement

    Since 2 of the 19 guest characters are already given to you, you have to unlock the other 17 characters that you can check in the last 19 spots in the Gallery. They are unlocked through various means during gameplay that also each get you an achievement. To check the Gallery, from the Main screen, select Gallery, then select Characters.

    Shovel Knight from Shovel Knight (Do 10 Butt Pounds)
    Rusty from SteamWorld Dig (Break 30 Breakable Blocks)
    Juan from Guacamelee! (Land One of Each Attack)
    Tostada from Guacamelee! (Land 5 Super Punches)
    Swift Thornebrooke from Sportsball (Spend More Than 3 Minutes in the Air)
    Scram Kitty from Scram Kitty and His Buddy on Rails (Taunt 20 Times)

    vSullyI have all these characters unlocked but my progress meter is at 16/17, 94%. I have all of the associated achievements that you included in your solution.

    SeitzzI was at 94%, then got my last character unlock in game. You see the trophy pop up in game in the top right. But it didn't pop. As soon as I backed out to the main menu it unlocked.

    Refer to TheDude772 for unlock requirements.
    The guest characters are the last 19 characters in the gallery.
    2 are given to you.
    You need to unlock 17.
    As you play the game and try to unlock the other achievements, you'll get most of these as they're like in game challenges tied to the achievements. A good chunk of the achievements in the game, some being easier ones, are tied to these challenge like unlocks. Once you complete the last few unlock and achievement requirements and unlock the last guest character, you'll get the achievement.
