I want to attempt to explain this achievement because it is quite complex:

once your great hall is rebuilt your keep will begin to generate Adventure missions these missions appear around every 8 turns. now, Stronghold turns are completely separate to time, they are completed by gaining experience through completing quests.

There are 5 levels to these stronghold adventures, minor, average, major, grand and legendary. you can distinguish them by how many turns it takes to complete the mission. A minor mission will be completed after 1 turn, while a legendary takes 5 turns.

Now the complex part:
In order to calculate what mission will be offered to you, the game rolls 2 (invisible) dice, each dice has a value between 1-50, the game then adds the value of these dice rolls on to your prestige level, this will give you a total score. this total determines what adventure you will receive.

You will never see what value the dice rolls are but understanding the mechanics will help earn the achievement

So lets say, Dice 1 rolled a value of 20, Dice 2 rolled a value of 20 that = 40, this is then added onto your keeps prestige, which lets say is also20 - then the Grand total is 60 meaning an average adventure.

It is really important you understand the mechanics as the 5 adventures each require a specific score. The only value you can see is your keeps prestige. These are listed below.

lets say you wanted a legendary quest but your Keeps prestige is just 50, then you can still get the legendary adventure but will be relying on 2 high dice rolls to bring up your total to 126+

Now here is the issue most of us have, because keep upgrades are built using time not turns by the time we receive one of the quests its likely that your keep will already have a high prestige, the 2 dice rolls also will add onto this meaning getting a minor adventure is tricky. If the prestige of your keep is 50 you will never get a minor quest.

As access to these missions occurs fairly early on. I recommend going to a tavern and creating a party member as soon as your great Hall is built. A party member must be sent on one of the missions so having someone stationed permanently at your keep will help. I also recommend not building any upgrades until you have had a minor adventure, after that the rest simply will come in due course.

According to comments Reloading a save shortly before an adventure will not work, you will keep on getting the same level quest. The best solution is to keep progressing in the game.
