The text guide isn't difficult to follow but I thought I'd put a video guide here for anyone struggling. This will include all the locations of the cart pieces needed.

After meeting up with Terrance (Think that's his name) he will ask you to find a cart.

Go talk to Oswald the Carpenter (Note that he mite not spawn, if so. Completely shut down the game and reboot it up, then select continue story, then select the chapter 'New hat' Then after doing so he should be there)

Once you start talking to him you'll have to choose some dialogue choices to convince him to help you fix the cart.
    Select the following dialogue choices:

    "Ahoy matey"
"You have a really nice cart there"
"Oh, and is there anyway to fix it"
"Ok, there's a turtle in trouble"

He will then send you to Erik the Blacksmith who is on the other side of the barn. Once you start talking, select these dialogue choices:

"Good morning Erik, may I ask something?"
"I need to fix Oswald's cart"
"Oswald sent me here, I need nails and horseshoe"
    "Well.. I found a turtle"
"Yes, no, I found a turtle, but now she's gone"

After that, the quest will begin to find the missing pieces of wood and metal. Their are 3 pieces of each. Every time you are in close proximity of one of the pieces. Your character will say
"I know a piece is near"

Here is the video guide I made on where to find all of them in the quickest way (Ignore my failed attempts on trying to jump on the big rock) Game controls are like being a one legged man in an ass kicking contest. Once you have found all of them, return to Oswald and your achievement shall pop toast

This achievement is going to kind of suck. After following the prisoner, he will give you a hat and tell you, you need to rebuilt a cart. Go back to the barn and speak with Oswald. (He is the one you had to run to when igniting the barrels with the flint and steel).

WARNING: Oswald sometimes is not hear. Pause your game and return to the main menu. Wait a few seconds after it says "Press Enter". You need to be very careful here because if you're impatient or press Enter twice, your game will restart and you will have to do everything over again like me.

After pressing Enter, wait for it to load properly. Select Continue game and then Chapter 1 from the load screen. Select the checkpoint "New Hat" or something like this. If Intro I is the only checkpoint you have (it will be in white), then you must restart the game.

After loading in from your last checkpoint, Oswald should be there. Run up to him and begin speaking with him. Continue speaking with him choosing what options sound appropriate and he will agree to help you. He will then tell you to go talk with Erik (who is a complete badass and probably my favorite character in a video game ever).

Speak with Erik selecting the dialogue that sounds appropriate like talking with anyone in this game. Again, after a while, he will agree to help you though he is a little bit confused. He will ask that you find some wood and metal for him.

This part is going to be difficult for me to explain but I'll try my best. From the start, go behind the barn for your first "peace" of metal. Your character will say something when you get near a piece so I recommend turning your volume up.

Walk to the end of the docks and turn right. Jump over the gap to find your 1st piece of wood. Now head back to the shore from the docks. Head behind the houses and look for some bushes. You will have to listen for your character to speak but behind one of them is your 2nd piece of metal. Look for a giant boulder to your right now. On top is your 2nd piece of wood. Use the smaller boulder to get on top of the larger one. Your last two pieces are both near the prisoner.

Once you have all the requirements, head back to Erik and give him everything. He will give you some nails. Now go speak to Oswald. After a short cutscene, the achievement will pop. We're almost done here.

Strykerz911+1 on what TC said above. Oswald did not appear for me so I quit to the main menu and hit enter after waiting for 30 seconds, but nothing saved. After doing the game over a 2nd time, Oswald still did not appear. This time I quit to the main menu, then I closed out the game. Once I restarted the game, I waited a few seconds before hitting Enter and I was given an option to continue adventure. After this, I clicked on the flag by the beach on the map and it gave me an option to choose a checkpoint.

Also, it does seem like alt+tab glitches the game out. I would recommend reading this guide on a mobile device.

Mr RodsterFor me it was metal across the gap on the dock and wood hidden back behind the bush.

I did a walkthrough, teaching how to achieve all the achievements. At the end of part 1, you can see that the character you need to talk to, he disappeared, to solve this, pause the game, return to the menu, close the game, open it again, select the second flag, and select "A New Hat", now the character will appear, just like the beginning of part two.
