Go to multiplayer then "Game Browser"
This must be done in a multiplayer game. Campaign/Solo will not count.

Create a new 2 player private match

Use these Game Settings
Non-standard settings are Bold (in game they will show as green). NB: sometimes there are multiple standard/black options.

You as Nubians
computer player (easiest difficulty) as Aztecs

You start with a marketplace, set it to build infinite merchants (queue up a merchant and then either click the infinity symbol next to the build progress bar or use the hotkey [Q]) , and send them to capture every special resource on the map (they show up as blinking white squares). There should be about 12 on a small map. It's not really worth doing a larger map as it will only have marginally more resources (14/15 on largest) but take longer to get to them all.
while you are doing this keep researching science until maxed out
Once science is maxed run around and grab all the ruins that are left. You can just use your citizens for this, or you can build slightly faster units using a stable and cavalry or a barracks and scouts.
Once you've captured everything you need, you can resign.
