"Using a hyper gauge bar" just means performing a hyper combo, which you can do any time when your bar is at 1 or higher.
Each character has multiple hyper combos, but they can all use
+
as a shortcut command to a level 1 hyper combo.
At the end of the match where you performed your 50th HC, this achievement will pop.
