For this achievement, you actually only need to have access to the blueprints for one engineer.
When you select Starport Services then Engineer's Workshop, it counts as 1 visit. So, to get 3 visits, visit the workshop 3 times. Just make sure that each time you back all the way out of the Starport Services or it won't count.
