The easiest one is in Alexandria, he's level 20.
The earliest level you can confortably take him out is level 18.
I know someone who had to wait til level 22, but I did it at 18.

Make sure you upgrade all your weapons to level 18.
Make sure you have one legendary bow with the poison mod on it, this adds damage over time to the Phylakes. I took a good shield incase he went hand to hand and in slot B I put a dual sword for speed. My daul swords had bleeding effect and poison blades added to them.
You want to force him to his feet, as he is extremely annoying on horseback. A stealth bow attack seems to be the way to do this. Do not be affraid to use your overpower skill too. Random soldiers will come to join in the fight, so you can always bring it back up again.

For the achievement to unlock, you must also return to an incognito state. Just thought I'd add, you must go to the corpse and confirm the kill, just like main story assassinations.

Moscow TimmyI would add to the guide that you must "confirm kill" by looting the Phylakes' corpse to earn the achievement.

neeker75I killed a Level 22 when I was Level 20. Someone called for reinforcements or something while I was doing a mission, and he just turned up.

The key to killing him was overpower attack. I was hardly doing any damage to him until my adrenaline was full from killing his minions. I activated it, and starting spamming RB and RT. He has no response. His five bar of health was reduced to nothing in seconds.

Had to "confirm kill" as mentioned in guide for the achievement to pop.

Apostle92627I defeated the first one at level 20. I snuck up behind him and got him with Assassinate, then slammed RB. He wasn't that hard, though I'm playing on easy.

Just a minor spoiler for this one, but it is still a spoiler so be careful.

'The Outsider' is level 20 and he patrols around Alexandria. Now I was level 24 when I did this, but I think you could manage it at 17 with a bit of luck and grit.

He has a sword and shield so I would recommend having a weapon with a large swing. Personally I used a heavy two handed axe. Then just wail on him with the cn_RT to break his shield, and use cn_X to dodge around him.

After you defeat him you must confirm the kill otherwise it will not count, so go over to him and hold cn_Y so he doesn't get back up. After this the achievement should pop.

    Let's keep cheevin' together!

I used Senu to watch the Phylake's pattern before choosing a tall building. Hit him once with Neith's Observer Bow. Once he was in range, switched to the Sty Warrior Bow which shoots five arrows at once. He has lots of helpers in Alexandria, so I tried to stay on the rooftops, alternated using the bow and Jump Assassination on the archers when available. All the while, evading the Phylake's sword. I may have been level 24 or 25, but the Phylake is still tough.

    For the second Phylake:

I went to the top of a pigeon tower (one of those white towers with holes along the sides and a black top) and used the Neith's Observer bow. There are a bunch of pigeon towers just East of the Giza plateau - where the limestone clad pyramids are located.

When the Phylake rode by, I shot at him and missed, but drew his attention. Hit him twice before he zeroed in on my location. After that, it was simply a matter of alternately using the shield to deflect flaming arrows from his companion archers and shooting the Phylake with the Neith's Observer bow.
