The achievement is unlocked for beating Jesse Wellens, member of the 1%club in a race.
I initially struggled on finding Jesse inside the map a couple of times but after restarting the game she spawned without any problem. +1 for player “TheAnonymity” mentioning this issue in another solution. This Chievo seems to be slightly buggy.
For the sake of doing the things easily and in order to don’t fall into another buggy fastidious situation just focus on her beating her consecutively three times as soon as you see her in the map, she always hang out near the city, bottom right (south- south east) of the map, just look for the green arrow representing a driver to defeat or already defeated.
Track her pullin the A button see on her ( I found that very helpful) , reach her even using fast travels (depends on where she is but always try to be faster as you can since you don’ t want her to disappear again - she might) and start the race as soon as you are behind her. Pull the gas and let her hit some dust three times, if you have problems knock her down trying to make her crash into obstacles, that would be helpful.
She’s the weakest among the 1% club drivers so it shouldn’t be a big struggle going through the victory and this slightly buggy Cheevo .
Be patient if you cannot see her immediately because of the bug i’ m sure she will spawn soon or late if you constantly restart the game ( this might boring but i found it as the best way so far ) and don’t forget to use the Skyline GT-R special edition (lvl +350 is suggested in my honest opinion) in order to progress through the completion of the “SUPERCARS FOR BREAKFAST” achievement.
