Posting an old video of how to get this until it goes live. Might not get to it until after I am done with courses for the day as college has started again. The old challenge was 10 'Burnout' skills and I got them all in less than a minute so doing 30 should take less than 3 minutes. Per the challenge description any vehicle should work, but this works better with rear-wheel drive vehicles.
Also, getting 'Burnout' skills challenges have appeared twice in the last year so if you remember either
then this will just be a refresher.
For reference, a 'Burnout' skills is causing the the tires to spin on your vehicle until the tires catch the ground normally, causing smoke to appear and a skidmark on the ground in the process.
Find somewhere that a normal road or pavement with little traffic. In the video I do it right outside the Horizon Festival. Simply accelerate and reverse in place a 10 times and it will unlock. If you are having trouble getting a burnout just hold down parking brake or brake/reverse,

, while accelerating,
, let go of
or
and it is almost guaranteed to give you a burnout.
Additionally you can try for a burnout in place by holding down
and
at the same time and slowly letting off of
to get the tires to spin but not move forward that much. When it says at the top of the screen 'Ultimate Burnout' stop and wait for the skill chain to break or be banked and attempt again as it is easier to earn more burnout skills after that.
