    this can be done after your first race, by simply painting your wheels (why the game has the option IDK)
    Or wait till race 2 or 3, you will have enough money to buy an upgrade or the Crowbar. Which will pop 2 achievements.

    How?

    Pause the game
    select "Go to ClubHouse"
    Select Weapons
    Scroll Right to highlight the weapon that has a price under it.
    Hit cn_A to purchase the weapon.
