Achievement description says to hit a pedestrian. Nifty word play as "hitting" a pedestrian with your bike doesn't count towards this or other hitting pedestrian related achievements.
While driving on the sidewalk press
to strike your weapon left or press
to strike your weapon right. You have to hit a pedestrian with your weapon for this achievement to unlock.
