I am not sure if the part of getting the scroll/talking to Breda is required. You may be able to go straight to Shadowfen to do this. Make sure you have at least 50 bait (like insect parts, found by catching bugs throughout the game).

Perhaps optional:

In the Crown Store you can find a free item called "New Life Festival Scroll". Grab it and use it to start a new quest.

You have to make your way to Windhelm (Eastmarch). You can do this by traveling to a nearby waypoint and hike your way from there, or teleporting to another player that's already there (by joining a guild, for example).

Once there you need to talk to Breda, who can be found near the waypoint called "Kynesgrove" (just south of Windhelm).

Main part:

Now you need to make your way to Shadowfen. If you have no bait I suggest walking there and catching bugs on your way there. Between Hissmir (south) and Percolating Mire (southeast) you can find New Life Fishing Holes. Here you can use any bait to catch fish. Do this 50 times to complete the challenge.

- Hold cn_A to select bait (most likely insect parts). Then press cn_A to start the fishing. It'll take up to 20 seconds for a fish to bite, indicated by your rod moving around a lot. At this point press cn_A to reel in.
- The fishing holes will despawn, but it takes about 30 seconds-1 minute to respawn in the exact same location, so there's no reason to go looking for another hole. A hole will last roughly 3 minutes.
- You need to actually catch fish for this challenge to proceed. The catch rate is very high though, so you should be fine.
- I started with a new character (and had to do the tutorial as well) and this took me about 2 hours in total. The fishing itself can be done in about 30 minutes.
