At the very end of The Red Lipstick Murder case (the first one on the Homicide desk), you will give chase to Alonzo Mendez. This acts as the games tutorial in having your partner shoot out enemy tires. Plenty of opportunites in this spot to nab it. Personally, I got it in my first attempt.
