You will unlock this in the Gale Shrine.
Make sure that you SAVE at the mirror on the outside of the internal elevator on the first floor of the Gale Shrine. Okami HD has very temperamental achievements and sometimes they won't unlock when they should, thus, it's a good idea to keep a save file before each achievement, just in case.
You'll get a key from the enemy scroll on Floor 2 of the elevator, and use it on Floor 3. Follow the staircase up on the outside to the platform, and you'll learn how to control the divine wind. You'll then fill in a constellation. After the sequence of scenes, when you regain control, this achievement will pop.
If it does not pop, reload your save file and try again.
