I will start off by first pointing out that the walkthrough section of this site has an amazing guide (Outbreak: The New Nightmare Walkthrough) on specifically how to beat this particular level thanks to Vitiated1. I am posting my personal opinion of how to finish this game as it was how I did it.

Note: The video in the walkthrough seems to have been record on the PC version of the game as there are no frame hiccups at all. This is not the case for the console version, framerate issues are a huge problem and can cause death very easily by lag.

Here are some tips I will mention that I used:

1) Reload your weapons in the menu rather than in real time

2) The shotgun is only effective close range, while you are aiming up against zombies, down against the hunter looking enemies. Never use the shotgun at mid to long range, it wastes ammo.

3) I used the character Lydia for the entire game, she has a higher firearm damage than any other character and has improved resistance to damage. This usually results in more bullets saved and a higher chance of survival. I was Level 18 with her when I finished the game. I used the damage increase for gun perks as well.

4) Count yours shots! Know how many bullets your gun has and count off how many you fire. When you hit zero reload in the menu.

5) Keep your distance from enemies, as I mentioned before the lag in this game is brutal and enemies can hit you from a further distance than you think.

6) I found the boss monster at the end to be somewhat tricky the first few attempts, the magnum is pretty much required for killing it and it is a good idea to keep another gun on you incase you run out of ammo for it half way through the fight.

Another note I want to make is that this game is pretty doable if you are willing to go through a little bit of a headache for a short amount of time.

This game is beyond flawed so lemme give the best advise I can:
-Idk what max level is, but i know level 25 is reachable, now, with the tanky girl that's not helpful, hellwith most characters it's not, however with the guy in a swat outfit, if you feel like breaking the game he gets 1% defense every level, if I'm right and leveling is infinitw or at least 99, then you can be basically invincible making the whole game a joke, but that'd take about 15 hours of gameplay.
-literally farm XP on the last scenario of the story, you start by a pistol and a ton of ammo, playing as the swat guy(his name was like Harry or Hank one or the other).
Remember difficulty effects XP by alot, the regular Zed's give;
Normal-5
Hard-10
Biohazard-15
Nightmare-18
So basically farm on hard or biohazard, and in just a few hours you have god mode, or close too it.
Also once at a high enough level forget guns, just use your fists its more productive
