This is the longest and by far the most difficult achievement in the game. Each character only plays in battles where they were historically present; a few of these entries are only added by seeing a cutscene that references them (they are not ever played). First I will provide a list of (in my experience) the most efficient route to unlock all the battles; then I will include a full list of all the battles w/ notes for the battles that are hard to access for people who are stuck on a specific battle.

Start with Cao Cao: he unlocks a unique mount by himself for finishing his storyline and he gets every Wei battle in chapters 1-8 except one (which we'll get from Wu) and Wei has many unique battles in chapters 3-5. Cao Cao is the only officer who gets the entry for "Battle of Wan Castle" in Chapter 4, so you must play Cao Cao at least through to that point in order to get this achievement.

Then Lu Xun: This will get you all the late Wei vs Wu battles which are only available to late-appearing Wu and Wei officers

Then Xing Cai: This will unlock the late Jin and Shu officers if you haven't unlocked them already and get you every remaining battle in the history of Shu (except one, which we'll get at the end).

Jin has some battles only available to certain characters. The most efficient routing is Sima Zhao or Wang Yuanji, and then Deng Ai or Zhong Hui. Only the first two get Battle of Xiangping and Wei Emperor's Last Stand. Only the second pair play the Jin half of Battle of Taoyang, which unlocks Wen Yang for the 90 characters achievement. Jia Chong gets the Wei Emperor's Last Stand but not Battle of Xiangping.

This will leave you with just a few remaining battles which you will acquire by starting story mode with characters who play them as their first battle. First up, Dong Zhuo gets you the Battle of Liangzhuo. Huang Zhong gets you Capture of Chengdu.

Now you should have 3 remaining battles: 10 Eunuchs Rebellion, Uprising in Chang An (this may be triggered by storyline conversation, but you won't have played it), and Battle of Changshan.

In order to get the 10 Eunuchs Rebellion, start Yuan Shao's storyline. You get it from his introduction sequence. You can now do one of two things:

1: Play Yuan Shao's storyline until Battle of Changshan (if you already have Uprising at Chang An unlocked, as many story dialogues unlock it)
2: Start Lu Bu's scenario, playing Uprising at Chang An and Battle of Changshan.

This should get you all the battles. If you have partially completed this achievement and you are looking for specific battles, below is a full list as well as some notes of which characters play the battles for those that are limited. Note that characters generally do NOT play the battles in which they die (Sun Ce does not play Little Conqueror in Peril; Sun Jian does not play Battle of Xiangyang), so if you are missing those battles choose one of their allies instead of the character in question.
