This DLC has a new Routine that you'll have to go to throughout the day (once per day) in order to keep your heat low. It is in the direct center of the map and hard to miss. It's the BIG TOP circus tent. During this routine you go in and do random activities in front of a crowd. Simply miss this routine the first 3 days and the achievement will unlock. Take note that missing this routine just like all routines will increase your star wanted level ("heat level").
