An ATR is an 'Advanced Tactical Response' unit- an elite member of the security force that will only be dispatched to deal with the most notorious criminals.

To attract them you will have to raise your 'Notoriety' level by committing crimes, predominantly murder, in reasonable succession. What I mean by 'reasonable' succession is within hours of each other, this is because your notoriety will naturally decrease 1 point every hour you are online.

Your notoriety will increase 1 point per clean kill you make. You can find your current notoriety in your Systems Panel status tab under Statistics, scroll down to Crime and you'll get a number between 1 and 10.

Identifying ATRs

Depending on what part of space you're in normal security forces will typically be called 'Federal' or 'Alliance' defense forces, and it's no different when the ATR arrives. They are usually in a wing of 5 and your ship will usually announce their arrival in the Info panel and they will send an audio transmission stating that the area is in lockdown. They will be Elites flying Vultures identified as 'Alliance ATR' or 'Federal ATR' etc, these are tough ships fitted with space station turrets and incredible shields and resistances, put it this way; we're lucky the achievement isn't to kill one of them. So scan the area to make sure that no normal security unit is shooting you so you die from one of the ATRs.

The simplest way to do this, if you have a large combat ship with grade 5 weapons etc, is to go to a high security system and simply start killing clean ships and then kill the authorities until the ATR show up. You will have to be able to hold up against these elite security forces for a good 7-9 minutes.

ClownTastic has asserted that he was able to gain a high notoriety from killing clean ships and then he tactically avoided a small volume of security forces by flying away until the ATR showed up in that instance of space. I can't confirm nor deny this as a possibility but there's no harm in trying. See comments for information and thanks to Clowntastic.

If you do not have the capabilities to hold out against security forces for that long, you're only option is to get some friends to help you.

Note that you will incur fines and bounties for these actions, and ultimately be detained in a detention centre where you are forced to pay your fines on top of the insurance cost of your ship, make sure you have the funds for this.
