The Elite wiki has a list of known megaships:

http://elite-dangerous.wikia.com/wiki/Megaship

For this achievement, you are going to need to equip a recon limpet control module and buy a few limpets. Consider also equipping a hatchbreaker limpet control module and kill two birds with one stone by getting the achievement for using a limpet to steal cargo at the same time.

I used the Bowman class science vessel ZZW-101 which jumps weekly between Asgaa, Dagr, CN Bootis, Tiris, Cantjarisni and Sveinbarn. At time of obtaining the achievement on 27/2/18 it was in Tiris. I assume that it jumps each Thursday when the server does its weekly update.

The ship will show in the system list on the left panel. When you drop out of supercruise, you need to scan it with the datalink scanner. This will identify various sub-modules, including hackable data transmitter and hackable comms array. I used the data transmitter but I'd guess that either will work. Select it and scan again. A further target will appear in the sub-targets menu – select that and fire a recon limpet at it.

This will trigger a 300 credit bounty and start a 1 minute 30 second countdown until system authorities arrive. No cause for alarm – the limpet only takes a few seconds to hack once it attaches. When the hack completes, it will automatically download various electronic engineering commodities. A further 300-400 bounty will be triggered. The achievement should pop when the hack completes.

You may also have enough time to get the cargo bay hacking achievement at the same time before the cops arrive, but I didn’t try it so I can’t say for certain.

Some megaships have cargo bays and hackable data modules that show as public – on the Bowman class, they showed as being private. I don’t know whether it’s a requirement for the achievement that they be private. If someone wants to try it and comment, I’ll update the solution :)

EDIT - 30/5/18 - DEEVIUS has helpfully posted in the comments confirming that it must be the transmitter that you hack:

"Just to note that Comms Arrays do not work, I hacked three of them and no achievement, the point is that you do not download any data from them, you have to steal data.

You must hack a transmitter for this to work, which isn't present on all Megaships, I tried a Cargo ship, a detention centre and a survey vessel, but only the Science vessel had an actual Transmitter I could hack."
