  An easy way to pop this is to do the SRV training mission from the Training option on the start page.
  
  Following the prompts and you will be instructed to take out the settlement power generator. That disables the turret as well so unlocks the achievement.
  
  EDIT (8th Nov 2019) - SPACE ODDITY has helpfully pointed out that, with a change to the tutorials, it might be worth clarifying that  "You need to be selecting the 'Advanced - Surface Recon Vehicles' training mission located under the Training simulations tab"

  The “Advanced - Surface Recon Vehicle” training simulation does not show for me. However, it is possible to do this in the “SRV Practice” challenge scenario.
  
  You likely won’t be able to get close enough to lock on to the generator, but that isn’t important. If you are approaching from your starting position, you should see the defence turrets on your radar on the right side of the compound. Look just below the back turret that is elevated above the other, you should see the generator. You can aim manually using turret mode, then shoot and destroy the generator to unlock the achievement.

  This is for the current build of the game as of 07/28/2019:
  
  You can still get the Haywire achievement in the SRV training mission. If you approach the facility from a right-front angle, you can use the SRV's turret (I used the turret cam view by pressing ) to shoot the generator. As you start to get close, you'll want to look on the right side where two small buildings are sitting on the large platform. At the front of the small building on the right you should be able to make out some kind of structure. That's the generator. Keep edging close enough until your turret shots start making contact. Then just keep shooting until you see it explode (you can still drive & maneuver the SRV while in turret view).
  
  I hope that helps anyone just starting, or coming back to, this game where the walkthrough and some solutions don't quite jive with the current state of the game.
