I used the Human one at Wolf 124, Willis Port. Feel free to use another one, but beware that not all have the same blueprints (contracts) available, so results may vary.

You will need the Horizons expansion for this solution (it will be incredibly difficult to get the materials for any of the contracts without planetary landings). You will also need a minimum of 8 cargo space, and a vehicle hanger with at least one scarab. It will take two to three hours to find the materials if you don't already have them.

If you access the Contacts tab in the station you'll see the Tech Broker listed there. Clicking on them brings up a list of module blueprints they will offer in exchange for a number of materials. Note that you don't have to visit before accumulating these items. A list of the requirements for each blueprint is available here:

Some blueprints require commodities only available through mission rewards, some only through Thargoid interactions, some through exploration of barnacles and ruins etc. These are a pain to find, and very time consuming. Thankfully not all blueprints need these.

The blueprint for the Shock Cannon (Turreted) is probably the easiest one to build. It requires:
36 Rhenium
32 Tungsten
30 Technetium
30 Vanadium
8 Power Transfer Bus

As for acquiring them:
For the four elements above you may already have some and may be able to acquire the rest through the new Raw Materials traders. There is one nearby in LFT 142, Rozhdestvensky Dock.

Rhenium is a new material, but it's a low grade material so can be easily traded for in this way. I was able to trade a couple of high-grade materials for 40+ of it, saving the need to figure out how it's obtained in-game.

As for Tungsten, Technetium, and Vanadium, they can all be obtained in the Orrere system, on planet 3 d. You will need to land on the planet and use the scarab to find outcrops, shoot them, then collect the materials they release. According to the system info screen the percentages of these elements are very low (0.4% Technetium for example), but in reality they're not too bad, and each collection gives three of them. So you're looking to find 10-20 outcrops before you'll have everything.

The Power Transfer Bus is sold by a number of stations, so use EDDb to locate your nearest supply. Do this last, since you don't want to be hauling these around forever. You will need a cargo hold in order to carry them, since they are a commodity.

Once you have everything, head to Wolf 124, Willis Port, and complete the contract with the Tech Broker. You'll get the achievement, and will be able to use the Shock Cannon on any of your ships from now on.
